I think my bird is sick?

i have two budgies one male the other female i have put a breading box in their cage. They are not doing much apart from going in and out alot, but i recently notice the male bird looking kinda bad above his cere he has what looks like blood he also is really scruffy on his head but i useuly give him a bath then the female would pron him and he would look fine but bow he wont take a bath he is acking fine around the female. They are still kissing like normal and proning each other like normal but im just a bit worried please help. thanks oh and he is kinda shaky when he is on ur hand
