Puberty Question: Am I slow to the bat or..?

Ok well you are defiantly further through puberty than me. I am 18 in 2 months and I have armpit hair strips, only had hair there since 16. I have NO chest hair at all, not a single hair. I am still growing at a rate of 2 inches a year so you could be at near that rate. You are a bit behind from what you have described so I would say you might end up 5'9 or 10. But I don't think you will reach 5'11 like your dad. MAYBE but unlikely. As for feet I don't know if it's a big deal, I wear just size 10 but got measured at 8US not sure why lol but I can't fit in an 8 at all (I am 5'11 btw). And yes I think you are a late bloomer but not extremely late.
