Why do older men always stare at me? Please help!?

The other day I was out with the family in shorts and a t shirt. Nothing dressy. We went to a nature food store and there was this guy in there who looked a little scruffy, but he was there with I guess what looked like his little little daughter. He looked right at me a few times and I had to turn my head quickly to look away from his stare. Then I turned the other way and this older guy was staring right at me and didnt look away when I looked at him! Then when we went out for dinner we came out of the restaurant and there were a bunch of guys in their teens or maybe 20s sitting outside. Almost all of them watched me walk by. It was incredibly awkward!! I am in my early teens!! then the next day we went to a bookstore and I saw another scruffy type guy there and he looked stared me right in the eye a ton of times like the guy in the food store!! Please help me! No mean answers please! This Is true!!
